Encouraging electrical utilities to invest upfront ensures the strengthening and increased reliability of electrical networks. This is considered a win-win situation for customers and utilities. I have read many articles supporting this idea and the importance of the responsibility of the utility companies to invest in their networks is summarized by the following "Power outages are not only inconvenient, they can be very costly. When the power is interrupted, the utility company is responsible for deploying repair crews, purchasing the products and materials they will need to restore the power." Ultimately it sums down to the following "Without power, companies can't charge customers for usage. the money is going out, but is not coming back in. There is no time to waste when the power is compromised." Power outages create a massive financial crisis for distribution companies, therefore restoring the power turns into a race against time.
